Canada encourages applications for permanent residence from people with abilities, education and work experience that will contribute to the Canadian economy. The Agri-Food Pilot Program (AFPP) is a 3-year pilot economic class program that is launched on August 31, 2019. The pilot will run until May 14, 2023.
AFPP is designed to help address the labour needs of the Canadian agri-food sector, particularly in the year-round mushroom and greenhouse crop production, meat processing and livestock raising industries, and to attract experienced, non-seasonal workers who can settle in Canada by providing a pathway to permanent residence.
AFPP introduces 2 new criteria: an industry-specific approach based on the North American Industry Classification System (NAICS) and a new level of education. In addition, there is a maximum number of complete applications processed for each eligible occupation (National Occupational Classification).
Criteria to be eligible
Have accumulated at least one year (1,560 hours), full-time, non-seasonal work experience in Canada within the last three years, under a valid work permit, in one or more eligible combinations of the National Occupational Classification (NOC) and North American Industry Classification System (NAICS) combinations.
Work experience must have been authorized on a work permit issued on the basis of a Labour Market Impact Assessment (LMIA) with a duration of a least 12 months.
Have performed the actions in the lead statement of the NOC.
Have performed a substantial number of the main duties of the NOC, including all of the essential duties.
Work experience must have been for paid work (volunteer work or unpaid internships do not count).
Any periods of self-employment or unauthorized work will not be included when calculating the period of qualifying work experience
Have a genuine, full time and non-seasonal job offer that is:
Indeterminate period (no end date)
From an employer whose primary business activities are in an eligible industry (NAICS).
For an employment location that must be outside of Quebec.
For an eligible occupation (NOC).
For an eligible occupation (NOC) and industry (NAICS) combination.
For a wage that is at or above the prevailing wage (median wage) for the occupation in the province where you will be working, unless a provincial wage is not available, then the national prevailing wage applies.
Determined for unionized workers as per the provisions of the collective agreement covering the occupation.
Have at least the Canadian Language Benchmark (CLB) 4 language ability in all four categories (writing, reading, listening, speaking).
Have a certificate, diploma, or degree from a secondary institution or post-secondary institution.
Have enough funds for the candidate (and their family if applicable) to settle in Canada.
